In recent years, Freedom Holding Corp. has been actively developing strategic projects at the intersection of technology, investment, and international cooperation. A central focus is building a sustainable framework for the introduction and development of artificial intelligence in Kazakhstan and the Central Asian region, as well as strengthening economic ties between Kazakhstan and the United States.

Freedom Holding Corp. is building long-term infrastructure in which artificial intelligence becomes a part of the country’s and the region’s development.

“As a country, our most valuable investment is in the intellect of our people. AI should expand human capabilities, strengthen the teacher, empower the engineer, and support the entrepreneur. That is our guiding principle,” says Timur Turlov, the company’s founder and CEO.

Collaboration with OpenAI and the Introduction of ChatGPT Edu into Kazakhstan’s Education System

During the C5+1 (Central Asia & the U.S.) Summit in Washington, an agreement was signed to launch a large-scale program to deploy ChatGPT Edu, a specialized version of ChatGPT designed for educational institutions. OpenAI ensures localization of the platform, the Ministry of Education coordinates integration into schools and universities, and Freedom acts as the local operator and investor—providing for the purchase of 165,000 licenses annually over three years and supporting the technical implementation.

This project makes Kazakhstan one of the first countries in the world to implement generative AI technologies in education at a national scale.

The main goal is to provide educators across the country with access to generative AI tools that allow them to analyze and organize instructional materials, create personalized AI assistants, adapt assignments to each student’s level, and reduce routine workloads—while strengthening the teacher’s role as a mentor.

“We are entering a stage where the ability to learn faster than others is a fundamental competitive advantage. Ensuring access to AI in education is an investment in national capacity to think, adapt, and lead,” comments Timur Turlov.

Creation of Sovereign AI Infrastructure with NVIDIA

In cooperation with NVIDIA and the Ministry of Artificial Intelligence and Digital Development of Kazakhstan, Freedom Holding Corp. is launching the construction of the region’s largest data center, with a capacity of up to 100 MW. This center will serve as a technological foundation for a national sovereign AI ecosystem. It will support scientific research and the digital economy; the training of specialists in machine learning, computational architectures, and data science; and the hosting and training of large AI models within Kazakhstan.

“Artificial intelligence is a strategic resource for national development. Our task is to ensure that Kazakhstan does not just adopt global solutions but contributes to creating them,” says Timur Turlov.

The project involves $2 billion in investments. Building such infrastructure will allow the region to move from consuming technologies to producing them, forming lasting intellectual and economic independence.

Expansion of Cooperation with U.S. Companies

Freedom Holding Corp. recently announced several initiatives aimed at developing partnerships with U.S. businesses in strategically important sectors such as investment, telecommunications, innovation, media, and fintech.

“Partnership with the United States is not just about technology transfer; it is about co-creation. Our goal is for Kazakhstan to be a contributor to global innovation,” says Timur Turlov.
